Dragon Scales

Hello,

I still need 4 dragon scales.
But no dragons are spawning anywhere.
I've been looking for a week.
Anyone have any ideas?

Go further in the game. I don't remember getting any scales until I climbed the Eastern Stairs.

Shadow orcs drop them sometimes.
Also RedhornLode Deep Mines often do have fell beasts (dragonlike creatures) near them.
