You can make a new character anytime you wish there are no servers to wait for as the server is different each game you start, think of it like Minecraft no two servers are the same.

no it is specifically NOT like minecraft as you keep character progression it is more like terraria

If you make a new character it will start fresh, you can always change between characters but question here was specifically for new character.

im talking about the servers and how they are different from each other thats how minecraft servers work also

no minecraft servers save player loadout in the server. these servers pull player inventory from the character, they are different in that aspect and people are keep on asking how to get item X in campaing becuase they do not realize this game si more like terraria where the different servers pull inventory from character instead of server.
YOu are spreading confusion with saying servers are like minecraft if they are in reality way closer to something like terraria
