Probably spoilerish, but if you find Balin's chest, you'll get a marker to chase in a random house in Dwarrowdelf, by which I mean the main city rather than a side-area. Often not in plain sight in there though. I found it once in an attic and had to platform up to it.

No not a spoiler - I found the chest for Balin and unlocked it, got the marker - but the piece is no where to be seen, been literally ripping down the foundations of the houses to find it!

FOUND IT. It was in a hidden 3rd floor section of a house - some of the roof sections have an actual room hidden in them. Craziness!
