Rapporter et problem med oversettelse
Once you flip the switch in the pumphouse, don't the gears and things in there turn a bit? They don't appear to do anything, but I seem to recall there being a "confirmation animation" for lack of a better term... or at least a lot of noise.
I only remember because I completely missed the switch while running around for like 20 minutes looking for the typical handle you see on forges that usually needs to be replaced.
After that, I was able to flip the other one at the gate and drain the water.
I believe this is what im missing! i havent had the time to play again to know for sure, but im betting i never found that first level therefore the pump house didnt do anything. Im in sandbox mode and never played campaign, so i dont have any direct quest objectives that im aware of, but ill go looking for the eastern stair and see if i can locate this other half of the quest.
Thanks to your comment about the other lever i was able to locate and pull it then fix the forge, i now have full access and can continue my save. thanks again for the assistance.
