Reason you cannot transform iron ingots to steel or Tin and Copper to Bronze?

I find it very frustrating that once you have converted ore to an ingot it is locked into that form. Are you telling me that Dwarves do not know how to fold carbon into iron ingots to create steel ingots, and the same with Tin and Copper. Having to do this with ore only adds a lot more need to no use ore before I need it. Are there any plans to allow "reforging" of ingots into other types of ingots?

It is annoying but there is always more ore once you get the masterwork pick mining any quantity of anything is v quick
