Dragon fight: Drakes (Fell Beasts) won't spawn

I'm in phase one of the dragon fight and for the love of my life, I cannot get the dragon to leave the room. I heard that she leaves after you have killed two drakes or rather fell beasts. I also have killed one at one point. But the second one never appears. Or does the drake count reset after leaving and I need to kill two again? Anyway, I've been running around fighting orcs and dodging fireballs for what feels like ages, but the first phase never ends. What am I missing here? What is the criteria for drakes to spawn?

I know that's what's *supposed* to happen. But no fell beasts spawn and Narag-Shazon never leaves.
