Spoiler: Cannot rebuild Eastern stairs

So, I have reached the Easter stairs and nothing happens when I try to rebuild it. I have the necessary items to build it but nothing happens when I click it. I suspect that it might be because I explored the Pilgrim Library and crafted the Shanor Hammer before reached to the point where you talk to the raven and get the quest.

Does anyone know if there is a order to things? Do I have to go back to the Library and craft the hammer again so the quests are done?

Same here, went back to the library to see if that would trigger anything but nothing happened

You should be able to build the stairs. I also had already crafted the Shanor hammer before reaching the stairs.
Even after beating the game, this quest is still in my journal.

I reloaded the game, went back to the library and the quest for finding the library completed. Then I went back to the stairs and was able to rebuild them. I don't know what triggered it...

I had this happen when I brought the higher level hammer ( adamant I think ) From a previous world into a new one. I actually had to craft another adamant hammer before it would allow me to fix the bridge.

Reloaded it like three times and then I could build it. Genuinely don't have a clue.

I have all the materials required, but when I approach the bridge, the build prompt is grayed out. Don't know what to do now! Guess this is just gonna be another game I can't quite finish! REALLY SUCKS!!!!!

Double check that you have the required number of material, eg I had only 99 instead of 100 ihraz granite the first time I tried. Also make sure you have the shan or hammer. In my case even when that didn't work I reloaded the game and it worked... Don't know why.

Well I've found the library first, too. At the library I've got the new quest "Craft better hammer". Collected some shanor ingolts and crafted shanor hammer - that's finished the quest.
Passed through the tomb I've met the raven. Make sure you've talked to the raven - after that you'll get the quest to rebuild Eastern stairs (and quest to find the library - that seems to be a bug in my case, since I've found it already and crafted shanor hammer).
Last evening I've successfully rebuild the stairs, but not reached the top yet - both "rebuild stairs" and "find the library" quest still active for me.

Had the same thing happen to me. If you just launch the game again, it might fix itself. I really don’t know what I did to fix it, but there’s definitely a way forward, whatever that may be.
