how does one get the shanor hammer on sandbox mode?

Im currently playing with a couple friends in my game and we need to unlock the recipe for that hammer to progress i know in campaign mode you have to find the altar in the pilgrmage library and sing to it but it didnt drop anything for me in sandbox mode. Am I missing something?

i had to drain the belegost forge and repair it then i got Shanor

Okay so where is the area that lets you drain the forge cause i found the door cant locate where the pumps are

Just gotta keep looking for the giant room full of water that you build across to reach the pump station. Just hope you unlocked the crossbow so you can
kill the Watcher .
