yes. Normally its on the 2nd level, in the elven areas up there. Cant recall it its 'elven gardens' or 'even refuge'. Normally i find it in a sort of passageway tile.

I found a stair, went up and found it on second level, in Elven Gardens, few hours ago. I believe it won't spawn on the first level (Elven Workshop)
