Report a translation problem
This is an older plug-in that has difficulty registering sometimes in newer distribution of windows.

If you substitute the path you mentioned above, and the P5antom.dll instead, you may be able to forcefully register it.
Make sure you launch the cmd prompt as Admin. Also, make sure any pending windows updates are finished. Sometimes they'll hold the register service preventing files from being registered.
I've tried this tried just yet, but it does not work. Message:
"The module P5antom.dll failed to load. Make sure the binary is stored at the specified path or debug it to check for problems with the binary or dependent .DLL files. The specified module could not be found."
However, the same commands do work for registering GroovePlayer. So it must be a problem specific to the GrooveSynth plugin.
"Insert > Soft Synth > DirectX"
Only Cakewalk TTS-1 and Cyclone are visible there.
Groove Player is not visible. It's the audio metronome ;).
Okay. we'll investigate this matter further. We may need to start including some older dependencies just in case.
