Make also sure that the GPU scaling in your video card driver settings is activated and (in case of an NVidia card) the option to override the scaling mode set by games and programsis set.
Unfortunetly ive tried every option in the config file, to no avail. AS far as my PC, its got an intigrated graphics card. Here is the info, if it helps.

You wrote config file. This sounds like you've tried to edit a file with a text editor...
While I meant the config.exe which is a tool with drop down boxes to select different options. Are you sure you did this? This tool sometimes confuses people because it always shows a default setting if you start it and not the last selected settings. But it works. If you choose a setting and then exit the tool with a click at "Setup" the settings are saved. A lot of crashes when trying to start the game can be solved by choosing an RGB or YUV setting.

Integrated Intel graphics are known to have poor driver support and sometimes lack in compatibility and performance. They got better among the past 10 years or so.
So if the config.exe settings don't solve the problem there are a couple of things you can try.
1. Open the Intel video driver settings tool and look for scaling options. I know that the Intel video driver settings tool have such an option. But the menu differs from driver to driver version or from chip type to chip type. Here's a screenshot that gives you an idea what to search for: Link[cdn.windowsreport.com]
Like in the screenshot "maintain aspect ratio/scale to full screen" and "center image/override application settings" should be checked. The exact phrase might vary from driver version to driver version.
2. If 1. doesn't work try to play the game in window mode instead of in fullscreen mode using a special tool. Download the Tool DXWND with fitting presets: Link[bakhtosh.bplaced.net]
Extract the downloaded file 'BM_Windowed.zip' in the Black Mirror installation folder (the folder with the "config.exe" and the "agds.exe"). Make sure that no additional subfolder gets created by the extraction tool. Afterwards you should find the files 'dxwnd.bat', 'agds.exe' and the subfolder 'DXWND' in the Black Mirror installation folder. If its like that now double-click at the filde 'dxwnd.bat'. Now first a small window DXWND should appear and about 5 seconds later Black Mirror should launch in a window.
