Report a translation problem
It might be just another bug... I hope they'll fix them.
SPOILERS AHEAD
I thought "Story Time" would be an achievement for clicking on all the developer commentary icons, but either I was wrong, or the fact that two of them are bugged prevented me from getting it. The two bugged ones I found were the Poki icon in the screen with the minecart U-turn (where you find the lever), and the Poki icon in the screen where Goal is tortured (which you can't click because you only see the screen in cutscenes, when you have no control over the mouse; when you switch to the close-up the icon disappears).
I'm really sad about all the bugs that riddle this game (though fortunately only a few of those are game-breaking), because it's otherwise a really great game which I enjoyed more than many others. =(
I've also been operating under that assumption for Story Time. The minecart one was bugged for me, though I noticed there was a smaller icon beneath it that did turn grey at one point. The scene you mention with Goal was unclickable for me as well. There was also a third commentary I noticed problems with, right after the singing minigame near the end of the thrid game. It basically went invisible, I could not see it but my cursor changed when I hovered over the exact right spot and then I could click it for proper commentary.
The Complete Journey has been buggier for me than all three games individually had been. I do hope they will patch or tweak it at some point, though I might wait a while before doing another 15+ hour run for Story Time at that point!

The problem is that that particular video file isn't actually in the Deponia 3 video folder. It resides in the second one. Since that one never played [for me, at any rate] during the second game, I'm assuming it's that one, and was just misplaced.
To play them, I tacked ".mkv" onto the ends, and dropped them into various players. My results as follows, keeping in mind I have the K-Lite Mega Codec Pack installed:
VLC: video only
KMPlayer: audio with subtitles only (German audio and English subtitles, the audio languages could be switched but it wouldn't recognize the video track)
Winamp: plays as a normal video file, with the audio defualting to German and unable to be changed. At some point in the experimentation process I installed the Opus winamp plugin; can't recall if that affected it before or after.
And yes, it is possible to *convert* the video files, just that I'd rather not say how, for obvious reasons.
Edit: I checked the video folder of Deponia 3, i watched all of them and based on that only a cutscene video missing, because there is 31 different video in that folder (plus the main menu animation), 30 cutscene and 1 bonus video (party), so whatever is that missing video it's just another cutscene video not a cool hidden bonus video as i suspected :(

In the premium edition of Goodbye Deponia it appears on that screen as a playable video.
In the complete journey, the video is in the bonus section of the files but does not appear in game, leaving an empty space.
If you still dont have storytime, its not based on the dev commentary, you get it from reading something to the sewer children while they're at the campsite.
when i check the video folder of this game... why two same video IS have major different size??
