I wrote this including how to fix with the dll:

Also you can try to open the file "settings.db" (located inside the main folder of the game), with windows notepad or similar, and change option (without the quotes)
"fullscreen = 1"
to:
"fullscreen = 0"
To test if the game starts in windowed mode.
If nothing fix your problem maybe it could be a third party program, like antivirus or firewall , or thw windows own security DEP (don't know name in english) that is blocking the game start, or maybe your graphic card or system is not supported by the game. I don't know, each computer is a whole world.
Anyway, i read that developers are working on an enhanced version that maybe will release soon.
If the developers are working in the enhanced version it better be worth the wait.
Here is the link to the guide I wrote:

1. First, you need to enable virtualisation on your laptop/PC. For this, you should enter BIOS (as i have Asus, so i press f2 while my system is loading). There you should find something like SVM/Hyper-V/Virtualisation/AMD-V and turn it on. Sometimes after enabling this function the system don`t want to load (as it was in my case). If so, then turn the switch of your UMA frame buffer size in BIOS on auto and turn off fast boot (works on Asus 100%, don`t know about other laptops/PC). There also can be problems with videocard drivers.
2. You`ll need to download and install the program, named Virtual Box. But don`t get the newest version, because on versions after 6.0 DirectX doesn`t work on XP. I downloaded v5.2.40 and DirectX works on it perfectly.
3. After you downloaded and installed the program, you`ll need to make an XP working. I tried a bit of ISO`s, but some of them didn`t work, some were very slow, so i downloaded a virtual disk, on which there was a workable and stable XP. Here is a link for it: archive. org/details/xp51_20191108/XP1.png (delete the space). If you can find a workable and stable ISO, you can install it instead of this one.
4. So, now it is time to make a virtual machine (VM). Click the button "create", choose Win 32 on first screen. On the second screen you can choose the quantity of RAM for your VM. Choose 4-6 Gb, it will be enough. On the third screen you should choose "use the existing hard drive" and select the vdi you downloaded before (if you downloaded your own ISO, then just create a new disk, make it dinamic and select the size about 40-50 GB).
5. So, we created a VM. Now let`s configure it. On the tab "system" make the highest priority for hard drive, select 2 cores of processor enabled and turn on the apparate virtualisation. On the tab "display" enable 3d-acceleration and select 128 Mb for video memory. On the tab "vehicles" (or something like this, i haven`t an english version) get sure, that your vdi is in IDE controller. Create a new virtual dynamic disk for 40-50 Gb there (button "add") and select the "first slave" position for it.
6. After you configured VM, you should start it. Install Windows like you do it on real PC, and when you enter it, get the master of new directories and install a new disk, which you created before. When you did this, turn off the system, then make a shared folder for your system (you can find it in configuration), select a destination, and make it constant. Load the system, get the setup file of your game, install it on hard drive in system. After you installed the game, turn off the switch for "mouse integration" in input menu. If you won`t do this, mouse would work incorrect in game. And when you launch the game, do it in windowed mode, or it won`t launch. After its loading, you can enable fullscreen. Hope i could help someone, get fun. :)
P.S.: Если вам ни черта не понятно из написанного выше, а поиграть хочется, напишите мне в ЛС, я напишу инструкцию на русском.
Thank you for your time to write a very detailed solution. Yes, virtual machines can solve problems with old games, well explained.
