Unzip the files into the folder were is the executable of the game and unzip the d3d dll's into this folder as well. Skip the 3dfx files as this game is DirectX based.
Anyway if you're stuck read the instructions.
I haven't played as far as I get the mission with the Tiger tank yet but it seems to work.
I have the retail version of both games (when it was called First Battalion) and can state that this fix does indeed work. I now have moving treads and the Tiger tank is complete with a turret now. Thanks Dot Matrix !
Maybe changing some ".dll" or ".db" file could work (opening "settings.db" with notepad has options like "fullscreen, showgameinfo, geforcehack") but i'm not modder, i have not idea which one.
OFFTOPIC: i arrived to this game, thinking that was like a saga part of another game i played, very similar to this one, i write the title to recommend it if someone could be interested to play it: "Panzer Killer", i liked that had some kind of zoom when firing (and moving tracks). I have been all these years waiting that someone could create a remake adapted to our technology of the original "Panzer Elite" (it had tons of features and simulation options), and also a remake of "M1 Tank Platoon 2" (played thousand hours :) )
Please see the comments above by Dot Matrix and others re: "dgVoodoo2" site - http://dege.freeweb.hu/dgVoodoo2/dgVoodoo2.html Follow instructions and place the relevant files in your Panzer Elite Action directory. The tracks and wheels are there in super detail. Have not gotten to the Tiger tanks yet, so Idk if turrets work. My antivirus picked up one of the files as malicious and deleted it, but it works like a charm...I guess because there are files in the zip download that we don't use, like the 3dfx files. Thanks a lot to the author of the dgVoodoo2 files! It really does work!
