I had actually done my first 2 playthroughs of this game in Offline mode, during an internet outage. Got some practice. When I got internet access back, I got every achieve EXCEPT the Workhose achieve in the next run. In the run following that, I got the Workhorse achieve. I'll say there was nothing casual about the Workhorse achieve, and the previous playthrough contributed nothing to the required number of work orders.
I basically rejected every order that was above 3 plants for most of the game, only got the 4 ones towards the end when everything else ran out. As someone said above it's helpful that you can buy 1-difficulty orders straight from the shop from mid-game when you're swimming in money.
It also seems that at least some characters have a storyline, eg. the schoolmaster won't offer his later 1 and 3 plant orders until you give him the 5 bloody Borinax xD (I heard that "Back in my day..." every single day before I realised I can just fill his order from the shop without wasting charges
