I'd also say that I am using windows 10 but I did try to play the game with windows 10 about 2 years ago or so and it worked perfectly.

The ufo.exe file should not able to launch the launcher at all, so it seems the problem is somewhere else. Besides reinstalling the game (or verifying the files through Steam), I also recommend temporary moving the "launcher-x64.exe" (or "launcher-ia32.exe" in case you have 32bit version of your system) out of the folder.

Got it. So, please, put the files back into the folder as they were and open launcher.ini. There, you will find "run=?". Can you tell me if it says "run=ufo.exe" or does it say anything else?

I replaced the id though with *6letterid* just incase since I dunno if that will do anything.
Okay, can you, please, try deleting the whole "id=*6letterid*" line and launch the game afterwards?
And if that doesn't work, also try deleting the "launcher-x64.exe" file, rename the "ufo.exe" file to "launcher-x64.exe" and then launch it, see if that works.
