Report a translation problem
From all the game vids and screenshots I've been looking it, it almost seems like they're going for a Rated-T game (13+) instead of a rated M. I say this because I think you're right; There's a severe lack of gore and disgust that the original source mod had that gave the game such a nasty, dark environment.
This could come from a variety of reasons, but it's probably somewhere around "a lack of gore models" or just "make it more accessible for everyone" sort of thing. You'd need guys to sculpt out entrails and have eaten bodies all over the place, and it seems like they've skipped over that. So far, the most "horrific" thing I've seen was a generic, wound-free National Guard body on the ground with stock Unreal blood spilled around it. It could be a design choice too, but I'd hope it's simply a lack of work towards that front; You lose a lot of the gritty and claustrophobic atmosphere when you remove the reminders of what may happen to you should you fail.
On the other hand, it could be just an attempt to make the game "less mature" in a sense and remove over-the-top gore all together. The original game took tons of notes from Romero's classical horror movies; People got eaten alive and it's supposed to be jarringly gross. There's disemboweled and partially eaten zombies running around corpses left so scrapped up that there's nothing left to reanimate, not to mention kiddie zombies that surprise newer players all the time. The lack thereof is probably the attempt to "mainstream" the game and make it look closer to Back 4 Blood, which ultimately (in my opinion) hurts the vibe the original game grasped so well.
I can't really think of any other reason why a zombie game wouldn't have all the fleshiness the original had other than that, besides just design choices like the other guy said. Why else would they forgo it all? The viscera from the source mod did lots for the environment and zombies, and you see none of it here.

Maybe the intention is early infection, and as time goes on it gets worse (via map, or actual time?)
Those who died recently should still look pretty human. And they do. I like that design.
nice mix of both would be cool... i remember videos from moths ago where i saw rotten zombies.. maybe they will add later.
There is a mix? There is a zombie that is being able to call others which looks like it died months ago. And several zombies look very demolished and bloody (without being attacked by a player before).
Maybe because they used to be human now turned into sick zombies?
Simple answer as above!
A Zombie is an infected human. If the infected human died of drowning in acid it will look like that to, if the infected human died of beeing rotten in some way it will look like you think zombies should look like!
Conclution: The Zombie will look like it did when i died mayby eyes change and other small changes.
