No you can't. You can host a private server and play with at least one other person, but solo hosting is not a feature yet. Match wait times is 5 at the minimum, or 15 at the most (tho this is changing, think it might be like 20 or somthn now). You can always go to the disc and ask someone to ready up with.

Bruh whens the last time u played? Most of the gamebreaking glitches and bugs have been patched. The game is VERY much playable. The only ones that remain are either case studies or minor. Also those 'future" players you are referring too can always just refund the game lmao.
The game is dead, there is no one playing it.
It was reviewed fairly on launch by everyone who tried it, realised it was broken and then went to play other games. The Payday 3 effect. Players departed and did not return.
The game play loop is boring, there is one map, one finale with a % chance for a few things to go different. It is all well and good that you like it but let's not kid ourselves here. The players on Steam have left.
That's a lie, people are still playing it, obviously. It's just not enough people. The player numbers will get much better as more content is added.
Neither obviously. When I play, I don't experience any game breaking bugs, but when other people play, they experience either the disconnect issue, and/or the issues the other people had with hitbox and registration issues. I don't have either, and I have not denied that either exist. I said "case studies or minor" because the issues like bad "hitreg" and "disconnection randomly" seam to be case by case, as in not the majority. Even then I didn't say "all" I said "most" of the game breaking bugs. The game is still very much playable, but for some it's not so much. It's weird how inconsistent the player experience is, I hope it get's smoothed out as we move towards 1.0.

Unless you played it on day 1, and finally had enough of it after said 20 hours, then you weren't here during launch, and how the game barely approved after the major updates they did since then.
Correct, I've only just been able to play recently, specifically when infection came out. However before that, I've been keeping a very close eye on the game and it's community. I've watched many a gameplay video, and I've also had friends who played day 1, and have told me how bad it was. Based of off the all the evidence I gathered, the general consensus was that the game was barley playable at launch, is this wrong? And if the game was barely playable launch, but was very playable when I played, does that mean everyone was just exaggerating? How is unplayable to playable "barely improved"?
