As it is written in article 3 of this book, negative means mentally ill, while positive means mentally healthy.
and what does "Mentally Impaired" mean? Is that person mentally ill if it's marked with a "yes"?

Yes, sometimes in the details folder, instead of "Mental Health Test: Yes or No" it says "Mentally Impaired: Yes or No". The rulebook doesn't cover what i'm supposed to do when that prompt appears...
The same rules apply. If yes, it means mentally healthy; if no, it means mentally retarded. There may have been a translation error in the part you mentioned. I will check it.
I just got to this case and I believe this may have been a translation error. If negative is ticked, it still means that individual is mentally impaired, and vice versa.
