Nope. Sometimes you'll get someone and discover they are a demi-clops!

There are also Pixieclops.

Every time you hit a new map, look for a familiar-looking bonus mission character near the crashed UFO. I think that mission only appears on one of the maps. It is one of the funniest missions in the game.
