I was wondering if anyone knew what the watcher app was or is it coming in a future update just curious

Its a feature that is not implemented yet. What it will do? I have no idea.

It's not a real thing. It's an Easter Egg in the game, referring to "The Witcher". They just called it "The Watcher".
