With old games like this one PROTON_USE_WINED3D=1 is a good option.
If nothing works PROTON_LOG=1 might give you a hint on why it fails.

There is ONE thing, I do with some old Windows games which works on Windows 10/11 to make them run, but also works with WINE on Linux: I put a custom ddraw.dll* inside the game's exe directory and point to it via WINEDLLOVERRIDES="ddraw.dll=n" %command%
*) The easiest way is to download dgVoodoo2 and use the ddraw.dll that comes with it. Copy-paste it to the game's directory.
You can also google github for "ddraw.dll compatibilty mode" or googlebing the web for 'cnc+ddraw' (was made for Command and Conquer but works with other pre-D3D9 games too).
I currently do not have the game installed, so cannot give you more specific advice.
