Here is a sentence literally from the game's description on Steam:

The game lets you draw stuff on paper, and then you point your webcam at the paper, and the game puts your drawings in the game as the character, the tools, the maps, etc.
But it also lets you draw with a mouse on the screen if you don't want to do all those.
