I just tried for this achievement and it worked first time without issue. For those strugling to get it, it may be worth noting that you have to build two each of all four tower types (Dart gun, Cannon, Artillery and Mine) and upgrade each of them up to the two different types available for each one. Also, this can only be done later on when all of these types are available.

Game rewards aka achievements were sprung upon us after this game was developed and IMO this oldie and goody stands on it's own without needing "achievement" rewards.
