Nothing Happening in my Third Story

Now, it is entirely possible that I am just stupid and completely missing something obvious, but I am stumped here.

After (failing spectacularly at) the first two stories, my third story seems to... just not go anywhere? The only unusual thing I see is patients standing around unmoving in random positions. Like one in the babies' room, and a cluster of five in the middle of a lobby, two in a dressing room, etc.

But absolutely nothing happens if I try to yell at them. I tried visiting every room I see an unusual person in. They do nothing. I can see absolutely nothing else unusual on my map, and heading into any other room yields no results.

Am I just being an idiot here, or is this some kind of bug?

I have gotten fairly far(?) in that story but after the power goes out, i cant get up to the 1st floor since theres a zombie blocking the way, idk if im supposed to be avoiding them or fighting them somehow, im really lost

Ok, i just replayed it, here is a step by step

FLOOR 0 : Move down to the lower path into lobby, then move up to go through the room with the beds. Now, alert the zombie at the stairs, and run down to the kitchen and loop it around the freezer. Quickly run to Floor 1

FLOOR 1 : Alert the zombie on the lower path and loop it at the patient rooms to the right, then make your way to the next Stairs staying on path

FLOOR 2 : Go straight down through the first door and keep low till the other side. Run north to the stairs, the zombie will chase you

FLOOR 3 : Loop the 2 Zombies, that are at the stairs, around the meeting room

FLOOR 4: Alert the horde and loop them around the helipad
