Fleet Command can be a bit pain with newer PC's.
Here a few things to try.
Disabled Anti-aliasing and An-isotropic Filtering or set you're gpu to application controlled.
Make sure you're screen display can go down too 800x600, this is one of the main issue's with Fleet Command not loading or getting a load error, on newer OS's. The reason for this is the game's load screen resolution is at 640x480.
Using command-line parameters can help to -windowed -d3dprim
Running the game in run in 640x480 if you can, compatibility mode, disable full-screen optmisations,
Un-install and re-install you're gpu driver from AMD not the one from Windows update.
There are many other fixes too, can't remember them all now haven't played the game in two years.
I've just tried the game on my laptop with AMD Cpu & Gpu, also running the latest version of W11. Works real well.
Take it from someone that's tried multi gpu's over years from 3DFX, Intel GMA, ATI\AMD, NVIDIA, and Windows version's from 98. Fleet Command is one of them games that trial and error is needed too get it working.
