Yes, Fleet Command works on Windows 10
I just bought Fleet Command on January 15, 2019 with my Windows 10 updated to the most current version and the game works fine.

Don't know what to say I updated Windows 10 a few days before I installed Fleet Command, and I had no problems at all. I am guessing your issue has nothing to do with Windows 10 at all.

Yes true. Don´t know what gives but I reinstalled it and it and now works again on latest Windows 10 build! So happy!

Try using the default resolution, that was the only way I got to avoid triple ghost images. It's not ideal but it works well enough. Loved this back in the day with NWP though not sure I have that kind of effort in me these days.

Would love to multiplayer, I'll play either side.

I had the same problem with Win 10. I could finally get it to work on the lowest resolution only. I checked all posts and Subsim online as well and couldn't find a solution and could not perform the updates from the mfg's website as it requires a CD install disk. When I tried setting compatibility mode, Run as Admin .... then the application would crash regardless of the settings in Compat mode when trying to run any mission or just say couldn't find Steam, when trying to run the application. Pulling my hair out because I have a decent enough Alienware laptop with a 1070 graphics card. after days of trying many different options other than installing the shareware graphics voodo drivers (one of the suggestions on the steam discussions) which I really didn't want to do. I thought to start checking and changing options in Nvidia's settings to see if anything could help. Finally, I right clicked on my desktop screen, selected Nvidia (basic) Control Panel listed under those options. Under "Adjust Image Settings with preview" on the left pane I noticed my computer was set for "Use the Advanced 3D Image settings" but there was an option for "Let the 3D Application Decide" - when trying to do this in compatibility mode settings, the app wouldn't run but doing it here helped. Once I selected this and clicked Apply, the game ran flawless and at the highest available level (1600 x 1200 I believe) without having to mess with anything right from a fresh Steam install. I hope this helps other's with newer graphics cards that are running into this issue. It's working great for me.

So, I used to play JFC in 1999-2002, I loved it. But, I've just recently discovered it on Steam much to my surprise! I bought it and installed it, but when the game starts up the game is zoomed in so I can only see 1/4 of the game. It's running in fullscreen, and I can't change any of the settings since I can only see the upper-left quarter of the main menu when I launch the game. I have Windows 10 Pro (latest version and updates as of 9/5/2019). Is there some way I can manually set the game resolution from a .INI file or config file in the game directory? Thanks, it's so annoying that the game is zoomed in so far. My monitor is 4K (3840x2160p 60 Hz) and that's what resolution my Windows 10 display settings are set at for my desktop. I don't mind if I have to run this ancient game at a lower resolution, but I simply cannot see the options menu button on the main menu right now. Any help is greatly appreciated, thanks!
