FF7 Twin Pack

My friend bought the Twin Pack edition and he is part of our family. All of his games are shared with us except for FF7 twin pack. He showed me a SS that it was excluded shown in his family tab but he did not private or hidden it. How is it excluded when in store page it shows Family Share tag? Thanks for anyone who can help.
