I honestly don't get it. I mean I watch anime and I find them annoying there too. But especially because this game has such an amazing story and it's quite serious having this "Omg wow materia wooow" character just does nothing except take away from the story instead of adding to it

Well, that proves your point pretty clearly.
Anyway, yeah: she has a personality I 100% can understand why people find her to be intensely grating. It's really hit or miss based on personal experience.
I mean you say fleshed out. She literally spends almost all the game either
1. Saying the word Materia
2. Being sick
Wouldn't say that is fleshed out more of 2 trick pony.
Very much agree. She basically was given far far FAR too much spotlight for what is supposed to be a minor character.
If there is any serious moment in the game if she talks it ruins the moment. It's like having verbal diarrhea at a funeral. There is a scene where Cloud literally tells her to shut up and I cheered
