Does this have denuvo?
Also if I preorder now and it turns out it has denuvo on release, can I refund?

pretty sure it will have denuvo. Refund should be possible if u not play it more than 2 hours.

No it's not on the steam page and SE always puts this info there also the first game was released without it as well.

No, it will not have Denuvo. The DRM is clearly not listed on the store page, and two, part 1 didn't have it either.
Square Enix is usually good about listing Denuvo on a game's store page a decent amount of time before launch, so I think we're good here. Remake didn't have it (because of timed Epic exclusivity, no doubt), and neither did Crisis Core (which launched day one on Steam at full price), so I don't see Rebirth getting it at this point.

Two different teams. Whether denuvo is included or not is often left up to the director of the game.

Ahh ok I did not know that. I thought it came down to a Csuite. I hope you are right.

Yeah, it varies studio to studio usually depending on publisher. So Sega games will always have it, but it's up to director discretion at EA owned studios which is why VG launched without EA launcher or denuvo.

This sort of authoritative retention or delegation will change on a per-brand basis, and is always subject to change when these brands undergo internal reorganization/acquisition/etc., so a safe bet is not to bet on rules like this across the board.
