I'm planning to pre-order on the release day. I'll just hold up from playing until I find out the optimization for 3070. I'll have a 14-day refund window by then.
Last I checked, Steam doesn't call pre-ordering a game a special promotion. Tends to be the wording of getting the game at a lower price, and yeah that makes sense that it would likely end on release day.
I'm not sure where you guys are getting February anything from, the store page says nothing other than Jan 23rd.
