Rebirth also has plenty of side quests. The quality definitely varies here as well, but most don't feel as dull as 16's. There is tons of optional mini games to play to break up the main gameplay loop and it has a really fun card game you can play over and over again. Rebirth also has combat challenges as well.
In terms of the world design, I would say both are similar. Neither is truly open world but is divided into large regions to explore. I still think Rebirth has better regions compared to 16 due to variety and uniqueness. Quite a few regions in Rebirth have unique traversal mechanics while 16 is all walking/chocobo riding.
A contender for top 3 worst games in the franchise alongside X-2 and the XIII series.
Since someone brought up valhalla - AC valhalla is a pretty damn good game^. Absolute steal for 15 bucks. Dont bother with the DLC tho.

Specifically, if you simply want the most ludicrously massive world to explore and do tons of side quests than you want Xenoblade Chronicles X. There are some space sims that are, of course, larger. Aside from that, in terms of exploration speed and actually explorable area this one is among the largest while also being exceedingly dense in content.
In fact, the others are not exactly small, either. They often feature something like 600 side quests in their games, 200-300 hour playtimes (not NG+, just a single playthrough), NPC routines, creature biomes and day/night cycles for NPCs and creatures, etc.
My favorite, personally though, is the original Xenoblade Chronicles or technically DE (Definitive Edition) now due to the combat system, world, and cast. XCX was good, but I wasn't as big of a fan as the first game though I still played it thoroughly and enjoyed it. Oh, X also has massive mechs you can use if you are a fan of that kind of thing, though they're not mandatory except a few handful of super bosses.
If you are to specifically pick between Final Fantasy VII Rebirth and Final Fantasy XVI then Rebirth is your choice. XVI is a strong story and atmosphere oriented game that is highly linear in design and features no overworld open exploration, but rather a map you interact with to travel between sub-locations. Those sub-locations are fairly linear, too, and the game may at times look more open in a few of those locations but there is nearly zero value in exploring. In fact, the game features zero optional dungeons, but it does have side quests to do and it has NG+ with extra difficulty modes. Good game, but not the one you are likely looking for compared to Rebirth which is quite rich in content, particularly side content, and is closer to Final Fantasy's version of Xenobalde Chronicles done at a smaller scale.
FF7 remake had so much personality to it, i hope rebirth continues the trend
