No, if you own the first game on Steam and have a save date you will be fine. This is a copy an paste from their site.

• Save data from the FINAL FANTASY VII REMAKE INTERGRADE main story:
“Leviathan” summoning materia

You just need to buy the deluxe edition, not the twin pack.

This is for Leviathan and Ramuh but not about, which is what I want to know, about Posh Chocobo + Magic Pot.

These two are available if you buy the Deluxe version or Deluxe upgrade.

You're good. Steam really needs to re-work how they present info regarding different editions. Yes, it is all there, but the readability of that info could easily be improved.
PS5 people still don't have the Posh chocobo unless they had like a doordash account or something daft like that. PS4 people originally got screwed too with a butterfinger thing. Heck, I couldn't even get Cacstar as a preorder bonus because I couldn't preorder the DLC if I owned the game already. Then they charged like 10 bucks being a day one fan if we wanted it.

I really wish they would just stop. It really makes me want to NOT buy the game until they had a few rounds to let the late comers get all the content.

I just have these on PS4 and PS5 respectively.

In order to get everything I just need to buy Remake Intergrade (make a save file) and buy Rebirth Deluxe?

Seems so. Maybe it is even possible to just get a save file from a friend or internet and use that without having the core game?
We do still have one unresolved question, though. As there appears to be no demo, will we be able to get Kupo Charm?

This is the situation I'm in right now, I'm trying to get the money before release, but if I can't, I won't be buying the game till all the content is available.
