Show your frametime graph in cutscenes
To all the "this game runs fine, zero stutter" people

this port sucks, cutscenes stutter no matter how much you watch it.

Edit:
In short, the game has micro stutter in cutscenes. It heavily depends on yourself whether or not to notice the micro stutter. Still, I wouldn't call it zero stutter experience.

Im sorry to say this but the game , looks very badly right now. I mean optimalization is the problem most probably. It doesnt matter in with settings i play, low/hight or any kind of resolution , game is just shattering by itself. Lagging but this is mostly by my CPU , but graphic setup is from their opt. Hope they will fix it becuse right now, its unplayable rly...

it's a listed issue for amd, nothing to do with SE. It works just fine on a older 11700k paired with 4080 /shrug
Fixed it by disabling rbar in profile inspector.

Big suprise AMD kid is now MIA lol hopefully you went to return your budget GPU for a real card

I played the game on 6700XT and had no cutscene stutter or anything of the kind, so this is less an AMD issue and more a user issue.
Bruh, your antagonism is not helping. This game is not particularly well optimized for PC, that is not all that uncommon for console ports.

Literally posted a video proving otherwise and most people on the forums don't seem to have any issues either. Of course I'm going to be antagonistic towards someone calling me a liar

Okay, your singular experience is not proof, much like a single person posting their game failing is proof.

Yes completely ignore all of other people saying they have no issues as well. The guy is literally claiming it's broken for EVERYONE and anyone who says otherwise is a liar

Fine, but you are doing that same thing in reverse, which makes you no better than him.
Gonna put this here in case it helps someone.
So I had an i9 9900k and a 2060 super. Game ran fine in 1440 at 100%/50% with dlss on medium, 100%'d the game (minus hard mode) and had zero issues.

Upgraded to a 9800x3d and an RTX 5080 OC edition, game ran like shid, I already knew about rebar, and some other fixes that I had already implemented and I didnt want to use nexus mods. Also when I say ran like shid....I mean the frame rate was stable, never dropped below 60, standing still was perfectly fine, but when walking left to right keeping the camera still, or moving the camera, everything just looked jittery as hell. 4k max settings DLAA...no frame DROPS...just something didnt seems right to my eyes as things panned across the screen.

So for 2 days I played around with various stuff...and finally found a fix/solution like 5 mins ago and it is butter smooth now.

If you havent already, go into nvidia control panel, and manage 3d settings for ff7 rebirth (add it under program settings tab if its not there).
Set Low Latency Mode to Ultra.
Max frame rate 60. (or whatever yours is)
Power management maximum performance.
Triple buffering and Vsync to ON.
If you have an AMD cpu....click help at the top and system information, and make sure resizable BAR is off, if not turn it off in your bios.

Launch the game, go into graphics settings and set the display refresh to VRR (even though I dont have a VRR monitor this works somehow) not vsync and lock the fps to 60. I go with 60 bc I use a Samsung QLED 4k tv as my monitor.

I loaded into Gongaga after doing this knowing it wouldnt help...it would just be the same as the past few days...and HOLY SHID....BUTTER.

2:22 that's a stutter appears in the frametime graph, I don't know know about you, but I can definitely notice it. Thank you for proving your "stutter free" experience.

Lol sure bud, literally not even visible with Vrr on a 144hz display. Cope harder kid
I actually think you need your eye check up, of course if you gonna use VRR and cover the micro stutter out.

I like how the one being irritated is you.
