Please apply the latest update whenever possible to enjoy the Steam®/Epic Games Store version of FINAL FANTASY VII REBIRTH.
This update includes the following:
• Improved overall game stability, including several bug fixes.
• Fixed an issue where the application sometimes crashes while playing the game on a PC using certain AMD Radeon™ products.
• Reduced the package size when downloading on Steam Deck.
Funny, steam is claiming the patch is bigger than the size on disk (by over 100GB more)

It's in the news.
But 18.32 Gb is not a small patch...
it runs on unreal engine so they have to replace chucks of the game every time they do a small patch.
to reduce the package size, it needs to repack all those files, which is why its so big
