Cloud likes both, pretty clearly, and isn't sure about his feelings since he is mentally immature and missing a huge gap of time in his life locked in a tube plus his own lack of interaction with others outside missions.
Honestly, I think its a stretch to say that Cloud and Tifa are a smooth sailing relationship. They both call each other fakes multiple times in the story, or suggest so, and have some pretty brutal clashes that had I not known the original story would have wondered if the two were going to go separate ways such as in both hotel scenes.
Cloud's affection towards Aerith was pretty obvious by how she drew him in as early as the park when they were supposed to separate and he was unwilling to leave, his open admission in the chapter 14 scene, and so forth. On their end it is much smoother sailing with the main hiccup being Cloud's mental state, but she is willing to work with him through it and never pushes him away at all during the process.
Ironically, when she died in the OG Tifa was the one to come around and stick with Cloud through his mental crisis. It will be interesting to see how that unfolds this time, especially since Aerith is still around technically. However, while they don't really mesh for a good early chunk of Rebirth they start to finally begin to come around slowly, if not awkwardly, over the course of the game. Can't really say much about them in Remake since it was pretty much Tifa didn't know what to think about her feelings and Cloud only really looked at Aerith. I assume Tifa's route will be much stronger in episode 3, finally starting to step past the awkward distanced phase. In contrast, it is anyone's guess how Aerith's route will be handled in episode 3 but make no mistake it still exists and the developers are quite clear about that.
You actually misunderstood that scene. It doesn't imply what you think it does.

The real Cloud wouldn't pursue either of them under those circumstances, but he's not in the driver's seat. Puppet Cloud is. And Puppet Cloud does what Sephiroth wants him to, which includes gathering and manipulating allies for his war against Shinra and the rest of the Planet.
And you know what? Both girls in the OG knew something was wrong with Cloud, and no matter what their feelings were, romancing him was the wrong thing to do. Tifa would *never* kiss Cloud when she's not sure who he really is.

Pretty much this ^ anybody pulling the whole "she says 'it;" or "it's the wrong translation" are either blind or have no idea how to read social cues.
I'm going help you with the next party you attend: If you ask a girl if she still likes a guy that she calls her "first love" and then she responds with, "Maybe. He's never given me a reason not too..." 1. She still likes him 2. You still haven't given her a reason for her to like you more than him. It's simple, people
