She has a popup dialogue box asking you yes or no.
That the spot you are stuck at?
I'll just leave this here in case you or anyone else encounters the same thing! I had this issue too and this allowed me to continue the game.
1. Go back to the point where the GYC captain starts walking after the cut-scene when first entering Gongaga town.
2. Follow the GYC captain BUT at the maximum distance from the back and control Cloud to walk very slowly to allow the captain to pick a flower on the ground.
Think if you follow too close to the captain, it bugs out for some reason :)
Thanks Aaron, this helped a lot - looks like I definitely had the missed cutscene issue.
For anyone with the same issue try this: As the quest starts, don't cross the bridge; if you're facing Cissnei at the start of the bridge, go to the left, towards the foliage behind the rock. Try around that area as if heading back out of Gongaga and it should trigger the Cutscene with Tifa and the mushroom. Progress as normal after that - Cissnei will pick the flower then head up the hill.
i noticed the bug only happens if you skip the freaking cutscene
