Yes, she is, but that doesn't make her unique. If cloud grew up with Nanaki, he would take Tifa's place (at least in the og, where i felt tifa wasn't that fleshed out)
It is more a writer's fault than anything.
In Rebirth she gets more development but has two problems or better one: Aerith.
Aerith is kind of the star of the game, she plays everything from comic relief, dramatic parts and even her "battle prowess" is that over Tifa's.
And cause Aerith has this star moments, she has better chemistry with cloud. Cloud and Tifa also have nice moments, but it is more the bond of friendship.
Is it death though? Like for real. Does she even die? Or does it just keep happening?
BY the end of FF7 as red runs we find out everyone is dead.
But before then is her staring at a pipe that she was staring at the start.
Which is she staring at now in this game with memories of the last time but forgets em because whispers but still remembers.
Screw ancients or half ancients.

As far as I know, the only cutscenes that are determined by your relationship score are the two Gold Saucer ones. None of the other towns have unique scenes like that, IIRC. You see scenes with everyone in those cases as they have their own conversations or side quests.
Big ENFJ energy from Aerith, she wants to be in control because she cares about making Cloud break out of his shell. She's the type of woman that hits on you, not the other way around. Tifa is an ISFJ probably which is why she's kinda boring, but really sweet and down to-earth. It's an interesting contrast as Tifa is regularly giving Cloud ♥♥♥♥ tests like bringing up the general store kid from Nibelheim. Aerith OTOH is the lady IRL that will aggressively hit on you and worm her way into your arms. The romantic triangle thing they've got going on but aren't toxic about it is cute. This dynamic with these personality types are usually a disaster.
So if you feel you are ahead in the game, you can neglect Aerith's side quests and just finish the ones for Tifa (or whichever companion you want to get rewarded with) and this should fix your relationship.
Side note, you can get a reward with every member of the party, so take care to not do more of others side quests too
