This is on max settings.
installed any mods or tools to improve the game ? They can cause problems because they are not official.
Set any Settings to overwrite in the GPU drivers that include Textures or so ?
I mean this is looking more like the Original ahahaha
You can bump out the distances for: terrain details, foliage, and general textures.
However, the game tends to unload off camera textures which may still pop in even if you fix things with engine.ini This happens if you spin the camera around too fast or suddenly dodge and the camera moves fast to an area that was offscreen. This pop in still happens on fast m2.nvme Gen 3 & 4 drives.
The game's pop in actually has very little to do with drive speed.
However, fixing all the pop ins will drop your FPS about 10% (or more) depending on your GPU and other factors in your rig. It will also cause increased VRAM use
Some nexus modders have posted some engine.ini files. Some are good, and others are snake oil. If you find someone's engine.ini, or your own changes, cause issues, simply delete the file.
Here are some settings to bump out some textures. Unlike editing a normal Unreal's game engine.ini, some CVARS need to be under ConsoleVariables (for the hook mod) vs System Settings. So it's best to just duplicate all of them which doesn't hurt anything. Anything not supported/in the wrong section is ignored. This doesn't fix everything, but it's a start. Again, this will cause a moderate performance impact. If these don't work for you, simply delete the engine.ini file.

That's why you have to experiment. Anyone who tweaks the engine.ini is doing it for their rig.
This caused my VRAM use to go from 10GB to 14GB, but I'm in 4K with all the settings of the game maxed out. So my VRAM use in general will be higher
