How to delete save files
Saves are located in \Documents\My Games\FINAL FANTASY VII REBIRTH\Steam\<user-id>\, however if you just delete them there, steam cloud will bring them back. But if you delete them while the game is running they will stay deleted. This works for Remake as well

If you turn it back on, they will come back. I have tried this

I didn’t said you have to re-enable it. Just let it disabled.
