Is it the game or my pc?
No matter what I do all the changes, settings, ini files, all of it, I cannot for the life of me fix the stutter, I turn my camera it stutters a load depending on the area.
I have a
Ryzen 7 5700x (right now running at 4.3 ghz)
RTX 4060 8gb (running at medium texture quality, but even on low it still stutters)
2x8 gigs of ram running at 3200mhz
and yes, I am running the game on an NVME, I even tried so much as updating to windows 11 because I heard it improves direct storage lmao.

I'm asking since I want to know if it is a weak part in my system or it's just the game, I am aware the vram is quite low btw.

EDIT
I have had my answers on what parts of my system are weak and such, I appreciate all the help and information that I have gotten, thank you to everyone who tried helping and giving some advice.

EDIT 2
Running the game at 1080p to be clear. Honestly I don't really think there is much of a fix for me, best to just hope an update helps a bit or upgrading my pc. My tips to anyone trying to remove some stutters is to do the limiting of fps in rts and nvidia v-sync trick, it helped with some horrible microstutters, but the traversal and asset streaming stutter was something no matter what I did I could never fix. A lot of conflicting opinions in the discussion if it's the game or it's the system, I'm not too sure myself, it's probably a mix tbh.

your GPU only has 8GB of VRAM and only 16GB of RAM is slowly becoming not enough since your most likely running out of VRAM
It’s you. You didn’t read the required specs and are playing the game on a GPU with too little VRAM. I have 24 GB and newer cards have 32 GB. I’d advise you use a little bit of your petty cash and get a better GPU.

it might help but the person is extremely GPU and RAM bottleneck.

Yeah to be honest it was my biggest concern, I'm only playing at 1080p and the recommended was a 2070 which is also a 8gb card by the looks of it, so I was kinda going off those specs. Appreciate the response though, thank you.
Game stutters with top hardware too, so don't get your hopes up. Not nearly as much as what you're probably experiencing though. Certainly playable.

its 1080p but its 1080p using DLSS its a very small fine print on Square enix websites all the resolutions are with DLSS enable by default or dynamic resolution using TAA. the truth is 8GB VRAM cards are not good enough anymore even for 1080p. also your RAM Speeds are not that great which also hurts performance

No it doesn’t. I’m a generation behind with top hardware since I only have a 4090 and r9 5950x and the game runs great for me. Look inward at your inner shame to fix your issues.

RAM speed is irrelevant. You should look at MT/s.

I'll keep it in mind, thanks for the info. The parts right now are more just on the budget side till I can go for some more high end parts, I will just live with the stutters, as annoying as it has been the game has been real fun so far.

Yes it does, and I've seen people with high end computer post about stutters.

Tried it already, appreciate it though

Talking about looking inward. If you had ever done that, you'd know that posting a "no it doesn't [insert technical problem]" after someone posts "it does [technical problem]" seldom means that you have the high ground.

try to enable xmp and rebar if you havent.
There is a mod out there that gets you to use DLSS .
Maybe everything combined might help you.
