Because UE5 came out in 2022 and Rebirth went into developement in 2020...
It came out now though and Unreal 5 is already on version 5.5. Many other games have upgraded before they release. Speaking as a potential first time player here there needs to be more offered for me since there isn't that nostalgia factor.
if you wanted rebirth in 2027 and the third game in 2031 that would be what ue5 gets you

The games been in developement before Unreal Engine 5 the team already pour lots of time and money making it for Unreal engine 4 that it would be a terrible idea to make it for unreal engine 5
