Guess people need to upgrade to from RTX to GTX then

Every one of those videos you linked uses an AMD cpu. That could possibly be the reason for the stutters. I can only speak from what I've experienced.
And for many people fps fluctuating from 70 to 120 fps would be considered stutters. So you fortunately seem to not be bothered by fluctuating frame rate, but that is still not an ideal way to play a game.
It's nauseating.
