For AMD gpus, I've tried using Optiscaler and it does get slightly better with xess but even then, it still looks pretty bad for me, not to mention thst Optiscaler does have an impact on your framerate (in my system it's -6/7 fps)
The previous FF7 remake game actually had a mod that fixed this same issue, hopefully someone makes a similar mod for rebirth cause right now, the only way to fix it is to play the game at 1440p or higher where it gets less and less noticeable the higher the resolution you go (it's completely gone when playing at 4k)
