The co-director of FFVII Remake, Motomu Toriyama, gave an interview back in 2021 and said this:

In Final Fantasy 7 Remake, we rebuilt the original game using the latest technology, but we felt that it should not stop at the technical side and we needed to update the story content being shown in line with modern sensibilities.”

they're probably responsible for tifa's sports bra but otherwise i doubt it. look, i hate sweet baby inc with a passion and i would be mad af if they ruined my favourite final fantasy, but i just don't see the effects of it here at all so i couldn't care less if they're in the credits. we need to call things like they are

They´re blocks. You can´t really tell their ethnicity. I don´t recall any NPC being black like Barret though. If you can recall a spot where theres so many NPC´s with differing skin tones in the original I´d gladly be referenced a youtube clip of it. was few years since I played it.

Now he´s in the game and none seems to think he stands out so having black NPC´s idoes not seem strange to me but I agree with OP the general designs of most NPC`s in this game are awful regardless of skin color.
