What settings you're playing at?
After some tweaks I finally found the settings I'm going to stick to.

Monitor: fixed refresh (VRR cause my monitor to flicker in dark scenes)
NVCP: Vsync forced half refresh (1/2 165hz) ie 82.5hz in game.
NVCP: reflex on
desktop: 1440p (the game borderless fullscreen can only be changed this way)

In game settings: everything maxed.
Dynamic res at 100% on both max and min which effectively turn it off.

With this I got 82fps locked with no dip using 85% gpu max, you want some head room on gpu usage if you don't like fps dips and want a consistent fps like me.

Great frame pacing, forcing half refresh makes nvidia driver limits fps instead of ingame limiter which helps a bit with micro stutters.

i7 13700kf, rtx4080s, 32gb ddr5 6400 cl32, 5000r/w nvme m2 ssd. win11.

What settings y'all settled at with your systems?

4K everything maxed, VRR, HDR. FPS set to 120 in-game for now but I may mess with it more later. Hasn't been an issue except a few minor super brief stutters in the town in chapter 1 only, so far, unlike Kalm.
Usually getting 80-120 FPS. Fluctuates kind of intensely at times for no obvious reason, but performance is otherwise good.

Bouncing between 100% max/min dynamic DLSS resolution and 100%/66% max/min to see which performs better but both seem to perform, so far, identically. Haven't done much testing to see if any outside frame cap can improve performance. Going to test some other settings and one another mentioned when I play more next time just to see how it handles.

Not seeing pop in issues others mentioned, except one NPC that oddly popped in the literal moment I ran into them at their counter as they were cleaning which I assume is a bug.

Ryzen 9 3950X
RTX 4090
Win10
NVME of course
