DX12 has been available since 2015.
DX12 Ultimate is listed as a requirement on the store page and has been available since 2020 on Windows 10.
Time to upgrade.

Replace your GPU with an RTX card.

Rebirth requires a newer GPU with support for DirectX 12 feature level 12_2 or higher.

Download and run GPU-Z. If the program says that you have DirectX 12 feature level 12_1 or lower, then your GPU is not supported.

l find a software patche that can make it run without dx12u ， but it can only use in 1660

I had this problem on Linux Ubuntu myself and had upgraded my GPU and wondered why it does not work when there seem to be others who got it working.
I solved my problem by adding steam command DRI_PRIME=1 %command% and then it launched. Hopefully this helps others with similar situation.
