Indeed, some people are saying it does and it's not true. So long as you have Windows 10 version 2004 or later (released in May of 2020) this does not apply.

This is correct.
More specifically, your video card must support Shader Version 6.6 And DX 12_2
They really need to update the Store page to make it known that 12_2 is required. Cards that are performance wise roughly comparable to a 2060 may not actually have both of those technical requirements, and most people won't know that level of specifics for their card.
Compatible doesn't mean optimized.
I don't have a Steam deck.
However one could say that not specifically saying 12_2 is required when they do say Shader Version 6.6 is either:
1. Plain Incompetence
2. Lie of Omission
I'm pretty sure there are card that have the 6.6 covered, but not the 12_2 which seems to also be a requirement.
It is pretty wild that a $380 video card I've owned for less than 3 years isn't enough for this game. You'd think they would want as many people as possible to buy it and would allow us to choose different graphic settings that suits our cards. Sure, a card from 15 years ago won't work, but it certainly shouldn't be just the top of the line most expensive ones. And what if I pay $500 for a new card? Will it work when they release the 3rd part of the game in 4-5 years?
I don't think price of any gpu matters anymore except the directX version that nvidia and amd propose to negotiate with Microsoft to roll out whatever they are rolling out, which is crazy, like you said.
DirectX versions are rolled out by negotiating between Microsoft and Nvidia and AMD.
In this case, it's not about the performance capabilities of the video card, it's specific technologies that are unique to DX 12_2.
It's a shame they cannot function without them with some kind of reduce fidelity backwards compatibility mode, but maybe that would be a lot of extra work.
Frustrating, I know. But it is what it is.
Yeah I thought I was safe cause it said Shader Model 6.6 required and I have a 5700 XT and it said Shader Model 6.6 was what I was currently using and it can support up to 6.8 via updates, but then come to find out it doesn't matter if I have Shader Model 6.6 like minimum requirements stated I needed DX12_2 support which I don't got only DX12_1 support.
I'm getting a new GPU Next month but man not being able to play for a month bites.
They should update the store page to say Shader Model 6.6 and DX12_2 support required.
I upgraded to Windows 11, and the game started up fine.
