Putting the UW talk aside,
You can mod any game you own on Steam however you would like. You will not get vac banned. The only exception to this is when you are playing a game that uses Valve Anti-Cheat. These games have a "Valve Anti-Cheat enabled" label on the store page.
A single player game like ff7 rebirth will not get you banned for using mods. It doesn't use VAC or any anticheat
