Game stutters during cutscenes, menus, dialog, and everywhere else with very Low FPS

Intel Core Ultra 7 155H (22 CPUs), ~1.4GHz
16g Ram
NVIDIA GeForce RTX 4060 16g

While I am able to run most games at higher resolutions, and hi settings on my rig, this game is running very poorly for me. While testing in the opening town of Niblehem, I am barely able to maintain 60 fps at 1080, even with all the settings low. I have tried capping the frame rate at 60, turning on Vsync, and it still drops down below 40 at some points. And no matter what I do, it will stutter occasionally every 30 seconds or so. If I turn DLSS off it is even worse.

With remake, I can get higher resolution and around 120 fps with highest settings. I know this is a much bigger and younger game but I really feel my system should be able to at least run it at a smooth 60fps on 1080. It runs most modern games very well.

I checked my PC and it is running around 70 degrees, and nothing seams to be running too stressed. This shouldn't be a memory leak or heating problem as I notice the issues immediately upon starting the game.

After checking some reviews of the early copies of the game, I was confident I would be able to run the game at least better then a PS5 pro but it feels like I can't even get PS5 standard quality with this.

Honestly, I love this game (gladly spent 210+ hrs platting it), and am a diehard OG FF fan, with 7 having been my favorite. Loved Remake and Rebirth and just wanted so badly to play an updated less blurry version when I played it on PS5. I am pretty bummed out and any help I could get or could contribute to helping others, would be great.

Just to be clear, the stutters kinda garble up the audio and hitch up the game, but it happens constantly even in the menu. Since I am very familar with the game, I notice it everywhere, it happens often sometimes multiple times a minute, especially in cutscenes. Wondering if anyone is having issues like this.
I'm having the same issue, the game freezes and stutters even in menus, I have more than the recommended specs to run the game comfortably.
No idea where this is coming from and there's not even an option to reinstall shaders.

Try taking it off your HDD and actually use an SSD...
It *requires* an SSD. HDD's are far too slow to ever function.

well my game is on a ssd but the cgs runs like crap, the game runs fine
Stuttering like hell despite 80-90 fps.. its not the fps its the port that is broken. Nothing else to do then to refund it guys.

Considering he has a core ultra CPU. That implies a very current and new PC. Which would also imply a decent sized SSD. So chances are he does have it on an SSD.

I've seen people stream and it is infact borked and the audio sounds like poo at times. I do hope they fix the issues the port has for the moment.

My rig spec ryzen 5 - 4500 16GB Ram RTX 3060 12 GB install on SSD game unplayable for me at all sttutering frez, every where , low fps and when i check on task manager my cpu and gpu load not even at 50% try to change game setting not helping at all, hope they patch or nvidia fix soon

nevermind seem solved for me for some reason after after disable enable hardware acceleration

lmao that laptop has a 2TB SSD derp. Which you could have easily googled first to not look dumb. Except you were apparently dumb to begin with so it wouldnt have mattered anyway.
tried the directstorage dll swap, and it fixed my stutters.
It's not just you. The game needs some more work in terms of patches.
